Currently, no specific error code is defined for a situation where xsl:use-package cannot locate or cannot read/load/process the package, but the WG concluded that an error would be needed here.

Error code XTSE3000 has been allocated.

I have also added a note that failure to locate a package on which there is a dependency can occur both during static analysis and also at "load/link time" (though I avoid using that term...)
