For authority state, step 1 sub-step 4:

I'm pretty sure this should be:

Set buffer to the empty string, and state to host state.

Otherwise the state doesn't change when it needs to, because the authority state is finished.

No it shouldn't. That is why step 2 decreases the pointer by so much. We need to keep going ahead until we are certain there are no more "@" code points.
