Section Note has some inconsistency with spec
In the note it says "invalid events are fired ... then at the form element
itself." But in section 4.10.21.2 it only says "invalid controls" should fire
an "invalid" event, but not a form element.

The event is fired on the <form> element in form submission:

   http://whatwg.org/html#form-submission-algorithm:event-invalid
