Normalization functions need to be completely rethought and rewritten due to the
change in the representation of TokenInfos for solving the issue 63
(phrase-with-distance, bug 2299).

Normlization is no longer required. Was only required for double negation embedded in FTTimes. We no longer support this. Hence, AllMatches normalization has been dropped and this bug is mute.
