What "step 1" actually means is not so clear. Maybe step 1 of processing model for event loops. http://www.whatwg.org/specs/web-apps/current-work/multipage/webappapis.html#processing-model-7

Could you please add some text and point the processing model section?

It's the first step that you find in the spec if you start reading from the definition of "event loop" (to which this part of the spec links). But I can make this better.
