We need to make it part of the WebVTT model and remove the cross-reference.

There's now "text track cue data" instead:
https://html.spec.whatwg.org/#text-track-cue-data

I don't think it's just a matter of introducing "text track cue text" in WebVTT, rather the "text track cue data" concept needs to be specialized to be a string or some such.

Alternatively, drop "text track cue data" from HTML to make it a bit simpler.
