Right now,

> When an iframe element is inserted into a document, the user agent
> must create a nested browsing context, ...

appears to require creating a browsing context even if it's inserted into a createDocument()-creates document (for example). I suspect that's not intentional.

Check-in comment: <iframe>s only do their nested browsing context stuff when they are themselves in a browsing context
