Given how WebIDL enum work, for any one of our current strings that is an Enum, if future specs could extend them, change to DomString

Need to list the APIs concerned.

The state enums are not a problem (emitted by the browser only).
SDPType: should error on unknown values for createOffer etc.
StatsType: isn't passed in as a parameter.

Seems to be not a problem in this spec.
