The spec uses the whole URL including the fragment in the key for ""; it might
be better to drop the fragment in the key since the fragment is not included
in the network request.

Probably worth testing browsers to see what they do. If they include the fragid in the key, then I bet there's some page out there using this to trigger reloads for changed images or something.
