Until webidl support Enums that are extensible, we need to use strings. However text was added to make it preserver the flexibility needed to later change to Enum if we want.

This does not seem like the correct resolution. Specifications should be maintained so if a new value makes sense, you should issue a new version of the specification. Distributed extensibility for specifications does not make sense and will only confuse implementers.
