Spec should specify how to decide the capabilities / settings, when the source is a file.

Sourcing from file is being dropped, replaced with sourcing from a <video> element (as implemented by Mozilla) - bug 26017

The same question could be asked about <video> sourcing, if it's not clear from the description of <video> sourcing.
