It looks like one can clone a track, set the constraints for the two tracks to have different resolutions or frame rates, then add them both to the same PC. I assume this would be fine and result in RTP being sent for both tracks. Should make it clear this is allowed.

This should work, it has been discussed in the past.

But the clarifying text should belongs in the WebRTC document, not this one. Closing as wontfix.
