Tab, which URL should we use? Is http://dev.w3.org/csswg/selectors4/#the-lang-pseudo OK?

Use http://dev.w3.org/csswg/selectors/#the-lang-pseudo so it's not version-specific.  We'll probably start publishing Selectors 5 later this year, and ideally it'd point to the newest spec. ^_^
