It was said here - https://www.w3.org/Bugs/Public/show_bug.cgi?id=24974 that the spec specifies only remote end API.

But the spec currently defines "MouseAction#perform", "TouchAction#perform", "MultiAction#perform" that AFAIK are not intended to be implemented by remote end. Instead it's used by local end as a signal that action is ready to be sent to remote end.
