Content model - <tr> elements should not be allowed as children of a <table>
element. Actually, user agents always wrap free tr elements inside tbody
elements, so they are always implied. The contrary leads to a different DOM
tree in HTML and XHTML documents.

This is just the reverse of bug 25478. If we change anything for bug 25478, I'll make sure this is updated also.
