The "DOM4" spec is listed as an informative reference when in fact it's normatively referenced in the spec text (for defining "the Promise interface, the concepts of a resolver, a resolver's fulfill algorithm and a resolver's reject algorithm").

So it should be listed as a normative reference instead.

The Push API spec now normatively references the DOM spec <https://w3c.github.io/push-api/#references>.
