Currently there is no subsection inside 7th section about switching to modal dialog.

Also it's not clear if a remote end should wait some time (e.g. 2 seconds - https://groups.google.com/forum/#!searchin/selenium-developers/alert/selenium-developers/9_hK0O4Qpe8/5DrEm0rNIZYJ) for a modal dialog to appear.

This switchTo is purely a local-side implementation where the specification is purely remote-side.

There is an assumption that the implementor will be able to implement those calls based on the wire protocol (still to be documented).
