The fallback encoding entry for cs (Czech) says in the spec source:
windows-1250 <!-- Windows Vista and Chrome agreed (but disagreed with Firefox, which thought the encoding should be ISO-8859-2) -->

This is incorrect. The Windows version of Firefox agreed, too. Only Mac and Linux Firefox disagreed.

On the flip side, the comment for lt (Lithuanian) says: <!-- Windows Vista, Chrome, and Firefox agreed -->. Firefox for Windows agreed. Firefox for Mac and Linux disagreed.

Also, the comments for th (Thai) and zh-TW for Firefox are also wrong. Firefox has (fixed in Firefox 28) bugs that made it not agree.

No normative changes requested here.
