"Fragment identifiers have no meaning with text/vtt resources."

Why not allow cue identifiers to be used as fragment identifiers in text/vtt resources? This would seem quite natural, and could have interesting uses (especially when it comes to metadata tracks).

Funny you should ask - I've been wanting this functionality on the Web since the year 2001 when we did Annodex. ;-)
