This seems to be incorrect, I don't think system-property should be context-dependent.

I think it is because of Namespace resolution of the QName

We discussed this in Prague and concluded that the context dependency is motivated as described in comment 1.  The rationale should be documented; something is apparently going wrong in the editorial system causing it to omit the documentation of the reason; editor to fix.
