Under D Element Syntax Summary (Non-Normative), under xsl:stylesheet, the list of permitted parent elements says "None", but with the introduction of xsl:package, this is not None anymore.

Same is true for xsl:transform in the same section D.

We discussed this in Prague and classed it as editorial.

Fixed in element syntax catalog. (No change marking possible)
