The OP is right at least about the current word order here being confusing, even though the suggested replacement is wrong. But "Place the /input/ into the input stream for the HTML parser just created" would be right, and less prone to misreading than the current word order of that sentence in the spec is.

Yeah, the current word order, while technically correct, is wildly confusing. Fixed.
