Can what happens to attributes for "an end tag whose tag name is br" be
clarified? Suppose the markup was </br class="x">.The old requirement made it
clear that the br element would not  have the class attribute, and that is
what browsers seem to do. But currently, it seems to imply that the class
attribute would be created on the element.
