Currently the IME API aims to
1. provide a way to improve IME UI element overlap issue
2. provide a way to handle IME on custom editors

1 is almost in good shape, while 2 would take some more time to
get stabilized.

In TPAC 2013 WebApps WG meeting, it was proposed to split this into 2 specs and
get the 1. done earlier.

This bug is for tracking the progress.

All APIs suitable for UI overlap left in the main document and the rest
moved to the annex document.
