The feature is http://www.w3.org/respec/guide.html#references

It might be better to adapt the convention of W3C specifications.

Yes! I need these for Custom Elements spec, too. I was thinking I would just write another spec-assist handler, but if you have awesomer ideas, I am all ears :)

Done. Now every reference uses the feature provided by ReSpec.
