ZoomIn and ZoomOut are defined in UI Keys. So, I think that ZoomToggle should be in UI Keys too.
Yes, it's a little weird, but the ZoomIn/ZoomOut keys were defined as part of the extended PC keyboard keys and ZoomToggle is defined in one of the media controller specs. This is why they are defined in separate areas - so that we can document (roughly) where the key definitions are coming from. The alternative is to mix the key definitions into a smaller number of tables, but that leads to the larger, unwieldy tables that we were trying to avoid.
