When using the #track=foo syntax, is it possible to select a specific audio or video track without affecting the default selection on the other axis other? Say, changing the video axis to a particular track without selecting a different audio track? The HTML spec currently isn't clear about the implications of track= here.

The media fragment spec [1] is quite clear on that: for track URI fragments, it is recommended to play only the tracks identified by the track URI fragment.

There is also much more detail in the WD [2] and [3] about what is valid and it specifies that

I can't see a different way than this interpretation because how else would you specify that you just want a particular video track without the audio track? I.e. #track=video1 can't both mean:
* I just want track=video1
and
* I want track=video1 and a default audio track
