The application/x-www-form-urlencoded byte serializer takes a byte sequence input, an encoding override, and then runs these steps:

The encoding override is unused in the following step. It seems like it could just be removed.

It is used in step 6.

The *byte serializer* (not the serializer) only has three steps.

BTW, is the byte serializer used anywhere else? If not, maybe it should be inlined in the serializer.
