have defined case for inert to map to aria-hidden "when an entire Document marked as blocked by a modal dialog subject."

this is the original bug I created to track the issue in the HTML spec, I cloned the bug to the WHATWG/HTML product to get further input

inert attribute no longer in HTML spec
