Description Michael Dyck 2013-09-15 04:59:44 UTC
In 12.2.2.5 "Preprocessing the input stream",
the 4th para says:
Any character that is a not a Unicode character,
i.e. any isolated surrogates, is a parse error.

Change "surrogates" to "surrogate", to match the rest of the sentence.
