This test uses xsl:evaluate in an XSLT 2.0 stylesheet with no fallback element but expects a non-error reseult.

All tests in insn/evaluate lack a version attribute int he test-set dependencies. I've added that. Also, the tests mentioned by Tim are not relying on fallback functionality, it is not the feature of the test. I've updated their version numbers and pushed the changeset to Mercurial.
