Let's try to remove it before Chrome starts supporting and we are forced to support it forever. This is the last IBM (or DOS/OEM) encoding left in the spec.

Per http://lists.w3.org/Archives/Public/www-international/2014JulSep/0177.html Chrome implements this. I think this will be WONTFIX then.

All browsers support this encoding now. No longer sufficient justification for any removal attempts.
