I understand the desire to insist of UTF-8 being The One encoding to rule them all, but given that this spec defines dozens of encodings this section title is just misleading. Calling everything else "legacy" is enough. Section 8 "The encoding" should be removed to let 8.1 "UTF-8" (its only content) take its place.
