This will allow the expanded use of meta data elements over time (e.g. <link>).

Right now the list is: A start tag whose name is one of: "link", "script", "style", "meta", "template"

The following can be considered: "base", "basefont", "bgsound", "noframes","title"

HTML5.1 Bugzilla Bug Triage: Fixed (by prior WHATWG commit now integrated)

All the suggested elements are now part of the "in template" insertion mode handling...
