The first constraint in 4.3.8.4 of the datatype spec says 

"It is an error for both maxInclusive and maxExclusive to be specified in the 
same derivation step of a datatype definition." 

And the first constraint [2] in 4.3.9.4 says 

"It is an error for both minInclusive and minExclusive to be specified for the 
same datatype." 

Clearly they don't match with each other. IMO, the one in 4.3.9.4 is incorrect, 
and should be changed to something similar to that in 4.3.8.4.

This item was discussed at the face to face meeting of January 2006
in St. Petersburg, Florida.  The proposal made in the description
was adopted; the change appears in the Last Call Working Draft of
February 2006.
