format-date-006 uses a picture string of "[Yi,4-4]". For some of the inputs to this function, the full representation of the value is shorted than the minimum width of 4, but the expected result does not include the space padding that should be added according to the spec: "If the full representation of the value is shorter than the specified minimum width, then the processor should pad the value to the specified width. ... In other cases, it should be done by appending spaces."
