Note that we do not want a .form on <img> or anything; we just want an internal concept of being associated with a particular form for purposes of that form's named getter and past names map.

Checked in as WHATWG revision r8009.
Check-in comment: <img> is form-associated (because legacy), but doesn't have a form='' attribute (because sanity). So... update crazy town to be even more crazy.
