General rules for alt text seztion

"The most general rule to consider when writing alternative text is the following: the intent is that replacing every image with the text of its alt attribute not change the meaning of the page"

Not sure we should make the acid test at the page level.Perhaps just the image in context.

"The most general rule to consider when writing alternative text is the following: the intent is that replacing any image with the text of its alt attribute not change the meaning of the message that was previously conveyed by the image and it's surrounding context."
