Add a recommendation for the value to choose for edge margin - could be 1% or 1.5%, but should be made consistent between browsers.
This bug needs some details. Do you want a default amount of padding for snap-to-line cues? If it should be overridable it probably has to be in CSS, but then the rendering becomes slightly more complicated because it has to actually do a bit of layout before it knows how much space is available to it. An alternative approach would be to make line:-2 the default, but that wouldn't give us any padding on the left and right. Do we need that?
Oh, this can be marked as resolved, since we now have: "The 'padding-top' and 'padding-bottom' property on the WebVTT cue background box must be set to '1.5vh' or another user-agent-defined number to define a margin at the edges of the video into which cues will not be placed." Note that the rendering section still has the old text for the snap-to-lines case about a safe "title area". That needs to be removed and is part of the rewrite of the rendering section.
