The author-exposed API surface usually avoids using "Web". For instance, the file extension is ".vtt", the MIME type is "text/vtt". Similarly, Web Workers use "new Worker()". Maybe the WebVTTCue constructor should be called VTTCue instead.

Good idea - in particular since nobody has implemented WebVTTCue yet.
