According to the recent discussion about list of IDs, maybe the intention was 
that only restriction should be considered for these types. This might be OK 
for ID/IDREF, but it'd be a behavior change for ENTITY/ENTITIES types. (The 
current wording in the datatype spec indicates that lists/unions of ENTITY are 
also considered as values of type ENTITY.)

Discussed and resolved at the May 23, 2003 telecon. RESOLVED: direct TF to 
classify R-200 as error with erratum. RESOLVED: direct editors to correct the 
error by covering the list and union cases in the obvious may.
