I would suggest adding FOUT1190 as allowed error code for the two test cases "fn-unparsed-text-037" and "fn-unparsed-text-lines-037", because, assuming UTF-8, the first 00-bytes of the file "unknown-encoding.txt" can also be interpreted as not permitted XML characters.
