In 12.2.3.1 "The insertion mode",
in the 'reset the insertion mode appropriately' algorithm,
step 14 says:
    If node is an html element, then switch the insertion mode to
    "before head"  Then, abort these steps. (fragment case)

Insert a period after '"before head"'.
Better yet, change "Then," to "and" to be consistent with other steps in the alg.

Check-in comment: Remove some comments to make this more consistent. It's highly unlikely that this will change anyway.
