http://www.w3.org/TR/html-markup/input.number.html#input.number make no mention of localisation issues.

* What happens if a user types 1,234 into a HTML5 number input?
* Is <input type="number" value="1,234"> valid HTML? (Not at the moment, but should it be?)

Actually the relevant pieces are in the spec, but badly linked.
