When the spec refers to a labeled step, it normally presents the label in italic.
But in a few places, it presents the label in an upright font, enclosed in double-quotes.

You can find most of them by searching for:
    the step labeled "

Specifically:
    4.12.4 "Downloading resources" has 6 occurrences of:
        jump to the step labeled "sanitize" below

    6.6.1 "Navigating across documents" has 1 occurrence of:
        return to the step labeled "fragment identifiers"

    6.7.3.3 "Parsing cache manifests" has 17 occurrences of:
        [Jj]ump back to the step labeled "start of line"


In addition, 6.6.3 "Page load processing model for XML files" has:
    ... and jump to the next step (labeled "non-document content") ...
