The definition of comments in http://dev.w3.org/html5/webvtt/#comments is not correct. Comments should be preceded by a blank line otherwise the "NOTE" line will be part of the previous cue text (or header). The examples are correct.

I believe the word "blocks" was meant to imply that. But it is not sufficiently defined.
