Occasionally, the spec uses the phrase "the user agents", which sounds a bit odd, as if there's a specific set of user agents under discussion. It should perhaps be changed to either:

-- "user agents" (e.g., in 4.8.1, 4.10.7.1.20)

or

-- "the user agent" (e.g., in 6.6.1, 6.6.3, 10.5.3)
