The description of QName resolution in Part 1, section 3.15.3, specifically 
item 4 doesn't seem to handle the case of referring to a component with no 
target namespace (where xs:import has no namespace attribute).

Resolution:
Discussed at the Sept. 13 telecon. The WG agreed the commentator has pointed 
out a bug, and HT is directed to draft an erratum fixing the problem.
