The FOTS tests format-date-en126, format-date-en127, format-date-en128, format-date-en132, format-date-en133, and format-date-en134, all expect english numbers of the form:

    ONE THOUSAND NINE HUNDRED AND NINETY

They should all also allow equivalent results without the "AND":

    ONE THOUSAND NINE HUNDRED NINETY
