It is a mistake to deal not registered meta keyword as an error. It would be acceptable as a warning.
Applications such as Foswiki make a good use, including namespace.
Example: <meta name="foswiki.PUBURL" content="http://wiki.abc/pub" />

By HTML5 drafts, unregistered meta keyword is an error. So this bug should be closed as invalid. The issue whether it SHOULD be an error belongs to the discussion about the specs, not to a validator bug list.
